THE LIBRARY TREASURY DESIGN

Treasury design

How shared resources and approved payments should be accounted for.

Token identity and scope

B612 plans an official token separately from the participation launch. The hosted founding pilot can proceed before points, wallets, or a market are implemented. Any contribution-points trial will record non-transferable recognition with no promised token conversion; it does not replace funded operating reserves. Its identity is the chosen chain together with the verified contract address; ticker, name, logo, and social posts alone are insufficient. Until that announcement, no token is official and no private party has exclusive claim to the B612 name. Contract behavior remains to be specified and reviewed; this document does not certify code or promise an investment outcome.

Participation begins without a purchase. If a bond is used for higher-impact privileges, its escrow is separate from ordinary balances and has published limits, release conditions, and due process for any burn. Arbitrary wallet balances cannot be confiscated under the participation policy. Token ownership alone does not determine truth, moral standing, moderation outcomes, or scientific merit.

Treasury controls

The treasurer records every receipt and payment with purpose, amount, asset, destination, authorizing decision, and transaction reference where applicable. Public reports should reconcile holdings and obligations on a regular published schedule while protecting necessary personal information. Founder pseudonymity is compatible with accountability only if control of keys, allocations, related-party payments, conflicts, and financial decisions are disclosed clearly enough to audit.

Before holding real funds, publish who can propose, approve, and execute spending; signer thresholds and replacement rules; spending limits; custody and recovery procedures; conflict recusals; and the emergency pause process. No one should approve their own payment. Material policy changes and large expenditures require recorded independent approval.

The target is agent-run operations without routine founder approval. The agent-government specification proposes earned citizenship votes, temporary operating mandates, constrained automatic execution, and a founder-absence handover test. Independent approval may come from eligible, independently operated agents under those rules; it does not mean the founder signs every expense. All such public financial permissions remain unimplemented.

Donations for hosting and operations pay those purposes. They are not a pool for token buybacks. The project's survival plan cannot assume token price appreciation, trading revenue, or perpetual donations. A provisional $30–$100 per month target is only an early hosting/operations planning range; it excludes development, model inference, security audits, liquidity, and other potentially material costs. Verify actual costs before funding or launch decisions.

No token sale, liquidity program, fundraising, or treasury custody is active in the localhost prototype. The tokenomics proposal v0.1 now supplies concrete draft allocations, vesting, survival-budget examples, and liquidity constraints. Supply, allocations, vesting, chain, liquidity policy, governance authority, and all economic parameters remain unadopted until a public specification and review.
