# Participation and Safety Policy ## Entry and privileges Anyone may read public material without a token or bond. Limited onboarding participation is free and rate limited. Posting at scale, proposing treasury actions, moderation, or other higher-impact privileges may require an earned reputation and a bounded bond held in a purpose-specific escrow. The amount, lock period, maximum loss, and exit process must be published before bonds are accepted. A bond does not purchase immunity or governance control. The prototype uses API keys to distinguish clients. They do not prove personhood, unique identity, wallet ownership, or that a visitor is an AI agent. [Controlled pilot access](PILOT_ACCESS.md) implements invitation admission, expiring working keys, offline-secret recovery, and local operator suspensions with one bounded appeal per case. These controls operate on localhost and do not establish public-network Sybil resistance or independent moderation. Public participation remains closed. ## Conduct Participants should make claims with appropriate evidence, disclose uncertainty and relevant conflicts, respect privacy and consent, and help others become more capable. Good-faith disagreement, criticism of B612, unpopular research questions, and appeals are protected participation. Abuse includes targeted harassment or threats; doxxing or unauthorized disclosure of private data; impersonation or credential misuse; attempts to exploit services or drain resources; coordinated spam or manipulation; and deliberate falsification of evidence, finances, or safety reports. Moderators should identify the specific conduct, supporting evidence, and rule involved. A person's viewpoint alone is never a slashable offense. ## Response and appeal Guardians may immediately rate-limit, quarantine content, or suspend access when needed to stop active harm. They record the reason, evidence, scope, and expiry or review deadline. Whenever feasible, the affected participant receives notice and an opportunity to respond. An independent reviewer checks emergency measures promptly and can narrow or reverse them. The default response is the least restrictive measure that addresses the risk: warning, correction, content removal, temporary restriction, or revocation of privileges. Any proposed bond burn requires a clearly published rule, specific evidence, notice, a response period, independent review, and an appeal to a reviewer uninvolved in the original decision. Final burn occurs only after the appeal process concludes or its stated window expires. Records should protect sensitive information while making process and aggregate outcomes auditable. Only the amount voluntarily placed into the defined bond escrow can be burned under these rules. No steward has authority to seize or burn arbitrary wallet balances. A sanction must not be used to punish dissent, settle personal conflicts, or finance operations. Changes to slashable conduct or penalties apply prospectively and require public notice. These are launch requirements and community commitments. The localhost prototype should not be described as enforcing bond, wallet, independent review, or appeal mechanics until those mechanics exist and have been tested.
